Services include: the Supplemental Nutrition Program for Women, Infants and Children (WIC)which provides nutritious supplemental foods for pregnant or nursing women, and infants and children to age 5 and nutrition counseling; Housing Assistance program which provides financial assistance to help homeless people obtain permanent housing or to keep people from losing their current housing; the Emergency Food Assistance Program (TEFAP) which provides USDA foods to local food pantries, shelters and meal sites at no cost to them; and the Weatherization Program which assists with reducing home energy costs.

Community Action Agency helped establish the Kenosha County Emergency Services Network, which provides inter-agency coordination of services and resources, and chaired it from 1986 through 2003, helping to identify and obtain new resources for the community that now generate approximately $500,000 each year for local organizations fighting hunger and homelessness. History:
Community Action programs began under the authority of the Economic Opportunity Act of 1964, which provided local communities with the opportunity to identify problems of low-income citizens and to develop programs and services to meet those needs.

Community Action Agency is a private, non-profit organization and uses a three part Board structure consisting of public officials, interest groups and low-income citizens.

R/K CAA was incorporated in Racine in 1967 and established an office in Kenosha in 1976.
