History:
Community Action programs began under the authority of the Economic Opportunity Act of 1964, which provided local communities with the opportunity to identify problems of low-income citizens and to develop programs and services to meet those needs. Community Action Agency is a private, non-profit organization and uses a three part Board structure consisting of public officials, interest groups and low-income citizens. R/K CAA was incorporated in Racine in 1967 and established an office in Kenosha in 1976.
